The mission of the Center for Health Information and Analysis (CHIA) is to be the agency of record for Massachusetts health care information, to responsibly steward sensitive and confidential data, and to objectively report reliable and meaningful information about the quality, affordability, utilization, access, and outcomes of the Massachusetts health care system.  CHIA also acts as a principal repository for health care data collected by the state and is responsible for the Massachusetts All Payer Claims Database (APCD) and CaseMix datasets. The MA APCD is a database comprised of medical, pharmacy, and dental claims, as well as information about member eligibility, providers, and insurance coverage.  The Massachusetts Acute Hospital Case Mix Database (Case Mix) is a database comprised of inpatient, outpatient and emergency department data.

CHIA’s Data Operations Technology unit is seeking an experienced Data Quality Analyst (“Analyst”) to be  responsible for a variety of quality assurance activities in the Center’s database environment.  The key role of the Analyst will be to assure that any data releases meet CHIA’s data quality standards. Other responsibilities include, but are not limited to, profiling and analyzing very large, complex databases to enhance data quality, resolving data quality problems, and developing compliance assurance metrics.  The Analyst will work on a team with other Analysts and collaborate with other Data Operations Technology groups and internal Business Partners.

This is a full-time position, normally based in the Center’s office near Copley Square in Boston. Currently, the Center’s staff is operating remotely. The successful candidate must be available to work at the Boston office upon reopening and we will switch to working two days a week in the fall.

Specifically, the analyst will:

  • Provide data profiling expertise to all Massachusetts All-Payer Claims Database (MA APCD) and Case Mix projects
  • Use profiling results to define specifications for quality assurance processes and ongoing monitoring of data.
  • Determine the root cause for data quality errors and make recommendations for long-term solutions.
  • Identify and develop process improvements to enhance overall data quality.
  • Run test scripts, record actual results, and identify defects.
  • Develop and maintain quality assurance documentation.
  • Construct and optimize queries and procedures.
  • Stay up-to-date on new data profiling technology and business intelligence tools.
  • Remain committed at all times to data quality, integrity and security.

Preferred Qualifications:

  • Strong analytic, data quality, and data manipulation skills;
  • Current knowledge of industry testing and data quality measurement techniques and methods;
  • Demonstrated proficiency with the programming language SQL and/or PostgreSQL;
  • Demonstrated proficiency with developing Tableau dashboards and visualizations;
  • Working knowledge of relational databases;
  • Knowledge of health care data, claims and data reporting systems;
  • Knowledge of desktop software such as; Microsoft Word, Excel, and PowerPoint;
  • Ability to translate business requirements into technical solutions;
  • Ability to produce and maintain technical documentation;
  • Ability to work effectively with employees with diverse skillsets;
  • Ability to effectively communicate analytic results and measurements;
  • Strong interpersonal collaboration and communication skills.

Minimum Entrance Requirements:

Analyst must have at least five years of full-time, professional experience where the major duties include data quality analysis, statistical programming, or data compliance activities. At least one year must be in the health care industry working in data quality, research and analysis, and/or reporting.

A Bachelor’s degree or higher in information technologies (IT), mathematics, computer science, public health or health services administration, may be substituted for a maximum of one year of the required experience.
