The mission of the Center for Health Information and Analysis (CHIA) is to be the agency of record for Massachusetts health care information, to responsibly steward sensitive and confidential data, and to objectively report reliable and meaningful information about the quality, affordability, utilization, access, and outcomes of the Massachusetts health care system.

In state fiscal year 2022, the Commonwealth spent over $1 billion on MassHealth Fee-for-Service (FFS) per diem payments to nursing facilities, serving older adults, as well as children and adults living with disabilities. CHIA’s Provider Finance unit is seeking a Health Policy Financial Accounting Analyst (Analyst) to support the life cycle of rate development for Long Term Care (LTC) providers and programs. This includes activities related to the annual issuance and receipt of provider cost reports, reviewing the reported cost and financial statement information, performing quality assurance activities, and participating in setting annual payment rates and the development of payment regulations. The unit also collaborates with MassHealth on ad hoc analyses to support its payment initiatives. Additionally, the unit collaborates with other CHIA teams to present comprehensive publications of the Massachusetts provider landscape.

The primary responsibilities of the Analyst will include evaluating the reported financial information from Nursing and Residential Care Facilities and performance of various analyses and data quality reviews using established benchmarks and standards and Generally Accepted Accounting Principles (GAAP). The analyst will also be responsible for assisting in the development and enhancement of provider financial data collection, maintenance, and reporting processes by building spreadsheets and databases, enhancing data analysis methodologies, and developing graphics and charts for report presentations. 

The Center’s staff is currently transitioning to a hybrid operating model with employees working at least one (1) day per week at the 501 Boylston Street Boston office. Effective September 19, 2022, all employees will be expected to work in the Center’s office at 501 Boylston Street, Boston, on at least two (2) designated days each week. 

This position will remain open until filled; however, first consideration will be given to those applicants that apply within the first 14 days.  Salary will commensurate with education and experience.

Specifically, the Analyst will:

  • Support the unit’s cost reporting lifecycle, which includes issuing annual provider cost reports, intake of cost reports, performing data quality reviews, analyzing aggregate data, and presenting findings to a wide variety of audiences.
  • Maintain long-term care facility ownership historical information and ensure proper rate development treatment for ownership changes.
  • Perform financial accounting analyses and calculations to support revised capital (fixed asset) rates for long-term care facility construction projects.
  • Support the development of study methodologies, metrics, and graphic displays for publications on nursing and residential care facility and other provider data.
  • Support MassHealth nursing and residential care pricing and provide analysis for setting the rates of payments for long-term care services.
  • Provide help desk support to cost report preparers and submitters using the cost report web applications.
  • Serve as a subject matter resource to support a variety of financial and analytic projects across the unit and agency.
  • Participate in stakeholder meetings and training sessions with health care providers and other state agencies.
  • Ensure rates of payment are in compliance with Executive Office of Human Services (EOHHS) regulations and policies.
  • Create data subsets and summaries in Excel or other statistical software programs for use by other staff and provide support to those staff in the use of the data.
  • Support the unit’s commitment to improving analytic approaches by identifying and developing best practices.
  • Participate in building new data intake, storage and rate processing systems for nursing and residential care facilities.
  • Participate in cross-unit workgroups to enhance data management and analysis approaches.
  • Draft and implement quality assurance protocols to ensure accurate results.
  • Work independently as well as with teams in tracking completion of project components and meeting deadlines.
  • Perform other duties as assigned.

Preferred Qualifications:

The Financial Accounting Analyst should have a broad knowledge of accounting principles and financial accounting, health care financing concepts and a broad understanding of the health care provider sector and other key stakeholders.  In addition, the Financial Accounting Analyst should be able to demonstrate:  

  • Knowledge of financial accounting concepts and practical application related to health care entities.
  • Ability to analyze health care entities’ cost reported financial data.
  • Working knowledge of financial documents (e.g., audited financial statements) and knowledge of financial analysis techniques.
  • Strong Excel skills, including the ability to prepare and use advanced formulas, charts, graphs, and tables.
  • Strong interpersonal and communication skills, and excellent attention to detail.
  • Familiarity or experience using large data bases and/or statistical software (e.g., SAS, R, etc.) to manage data is preferred.
  • Working knowledge of the Massachusetts health care system.
  • Familiarity with approaches for synthesizing and analyzing data.
  • Ability to manage workload to simultaneously advance several projects with overlapping deadlines.
  • Ability to work effectively both independently and in a team environment.

Minimum Entrance Requirements:

Applicants must have at least three years of full-time, or equivalent part-time, professional experience in accounting, finance or business administration, the major duties of which included financial analysis of costs, expenses and revenue and/or the development, implementation and monitoring of financial payment systems.

Substitutions:

I. A Bachelor's degree with a major in accounting, finance, business administration, health care finance and accounting. or similar degree may be substituted for a maximum of two years of the required experience.

II. A graduate degree with a major in accounting, finance, business administration, health care finance and accounting, or a similar degree may be substituted for a maximum of three years of the required experience.
